Energy regulator licences (ÚRSO)
The Slovak Regulatory Office for Network Industries issues licences for business in electricity, gas, heat and water. Without a licence an entity may not operate in these sectors, so an entry is a condition of activity rather than an ornament.

What it is used for
When entering an energy supply agreement, a valid licence is the basic check. A supplier without one may not perform the contract, and the contract itself may be problematic.
The segments field is a list because one entity can hold licences in several segments at once – electricity supply and gas supply, for instance.

Why refresh this register in slices?
Because pulling the whole register in one burst loads the source and has caused blocking in the past. Hourly batches achieve the same result without the risk.
What does an empty segments array mean?
That the entity holds no licence in the latest known state of the register. If we fail to fetch the register we return an error, not an empty list.
