Procurement debarment
The Slovak Public Procurement Office maintains a register of debarred persons. A ban is a sanction with a clear start and end, and it means the entity cannot take part in public procurement while it lasts.
What the register contains
- Whether a ban is currently in force
- Whether the entity appears in the register at all
- Reason the ban was imposed
- Period for which the ban was imposed

What it is used for
When assembling a consortium or picking a subcontractor for a public contract, a ban on any member can disqualify the whole bid. The check is a mandatory part of preparation.
The distinction between is_debarred and is_listed matters here: an expired ban is different information from a clean register and carries different weight in supplier assessment.
Frequently asked questions
Why two flags rather than one?
Because a company whose ban has expired is not the same as a company that never had one. Collapsing them into one flag would erase that difference.
Does the ban apply to private contracts too?
No. It concerns participation in public procurement. As an indicator in supplier assessment it is relevant beyond that, though.
